Texas and Georgia AGs Target Digital Platforms for Allegedly Endangering Minors

  • Texas AG Ken Paxton sued Snapchat and Georgia AG Chris Carr launched an investigation into Roblox for allegedly violating state laws by failing to protect minor users from explicit content and predators.
  • In the Texas complaint, the AG’s office alleges that Snapchat misrepresented its safety to parents by maintaining a “12+” rating while exposing minors to sexual content and using addictive features like “Snapstreaks” to promote compulsive use. The AG’s office is seeking civil penalties of up to $10,000 per violation, a permanent injunction, and attorneys’ fees and costs, among other relief.
  • In Georgia, the AG’s office announced that online gaming platform Roblox is under investigation for allegedly allowing predators to target and exploit children through its platform. According to a press release, the AG’s office has sent Roblox a civil investigative demand seeking internal records regarding Roblox’s moderation practices, age-verification procedures, and reports of criminal activity.
  • As we have previously covered, the Texas and Georgia actions follow a wave of AG enforcement targeting alleged harms to minors tied to major platforms, including Snapchat, Roblox, TikTok, and an AI-driven chatbot platform.
